🎣 A Whole Fishing Minigame

CIEL's biggest update yet — a complete progression game built right into your server:

• 80 catchable species across 6 rarity tiers, from common junk to legendary Ultimate-tier catches.
• 10 rod tiers to craft and upgrade, each with its own odds — check them all in /rod.
• 5 potions with unique effects to boost your fishing runs.
• Achievement badges — be the first person ever to catch an Ultimate-tier fish and hold that title permanently, or fight for a Top 3 Global spot on the leaderboard.
• Global progress — your Shells, inventory, and rod follow your account across every server CIEL is in, not just the one you're playing in.

🛠️ Bug Fixes

• /set chat could silently stop persisting — fixed, it now sticks permanently.
• /set img had the same non-permanent issue as /set chat — fixed.
• CIEL's "brain overheating" errors — the AI would sometimes fail and show a generic error instead of actually answering. Fixed.
