Allows to tip other users electra.

- `!tip [user] [amount]` Tips a user amount
- `!rain [amount]` Rains amount on users who sent a message the past 10 minutes
- `!soak [amount]` Soaks the amount across users who are online in the server
- `!config [rain/soak/mention` Enable rain/soak/mentioning
- `!withdraw [address] [amount]` Withdraws the amount to address
- `!deposit` Get a onetime deposit address
